class=\"rich_media_content\"\u003e\u003cp\u003e“卖药吗？”街头的一句轻声试探，背后竟隐藏着一条收药贩药非法产业链；仅需一张医保卡，就能完成“挂号—就诊—取药”全流程；人不用到现场，做理疗项目的记录却已赫然在案……\u003c/p\u003e\u003cp\u003e这些“操作”的背后，是医保基金正在被不法分子侵蚀。\u003c/p\u003e\u003cp\u003e4月16日，上海警方向新京报贝壳财经记者披露两起涉\u003c!--VERTICAL_CARD_BEGIN_0--\u003e医保诈骗\u003c!--VERTICAL_CARD_END_0--\u003e案件。\u003c/p\u003e\u003cp\u003e2025年9月，崇明警方接到“有人涉嫌买卖医保用药”的举报线索。专案组经过走访调查、资金追踪和物流倒查，发现了一条覆盖收购、转运、贩卖的非法药品产业链。\u003c/p\u003e\u003cp\u003e经查，该团伙以邵某为首，其药品来源主要依靠陈某、张某、孟某、刘某等4人。以上4人均从事废品回收工作，借机在上海宝山、普陀、浦东等多个小区隐秘收购药品。为了掩人耳目，他们不敢公然招揽，多以侧身低语“有药卖吗”的方式试探，甚至与小区垃圾回收点工作人员串通，大量回收各类药品。在获取药品后，邵某就会通过其子小邵以物流方式，将药品批量运往外地，交由老乡李某对外加价销售。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp\u003e在摸清整个犯罪链条后，3月20日，专案组依托长三角区域警务协作机制，对涉案7名嫌疑人展开集中收网。在抓捕现场，专案组查获的药品多达70余种，其中包含倍他乐克、阿司匹林、钙尔奇等常见药。这些药品储存环境简陋，完全没有避光、防潮、冷藏等条件，存在极大用药安全隐患。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp\u003e此外，据犯罪嫌疑人邵某、李某到案后交代，邵某在收购药品时，通常根据药盒包装的大小、好坏、数量来决定收购价，每盒1元到200元不等，药品多为心脑血管、胃病等治疗用药，涉案医保药品92箱、合计4500余盒，总价值超50万元。 \u003c/p\u003e\u003cp\u003e目前，邵某等7名犯罪嫌疑人因涉嫌诈骗罪被崇明警方依法采取刑事强制措施，案件正在进一步侦查中。\u003c/p\u003e\u003cp\u003e除了倒卖医保药物外，还有人以免费诊疗为由\u003c!--VERTICAL_CARD_BEGIN_1--\u003e空刷医保卡\u003c!--VERTICAL_CARD_END_1--\u003e“骗保”。\u003c/p\u003e\u003cp\u003e金山警方就捣毁一个利用民营医院伪装、以免费诊疗为幌子，长期“空刷”医保卡骗取医保基金的犯罪团伙，抓获犯罪嫌疑人32人，涉案金额300余万元。\u003c/p\u003e\u003cp\u003e去年8月，金山警方依托“\u003c!--VERTICAL_CARD_BEGIN_2--\u003e警医协作\u003c!--VERTICAL_CARD_END_2--\u003e”机制，从区医保局获悉线索：金山区某民营医院医生李某过度开具诊疗单，存在虚假诊疗、骗取医保基金嫌疑。警方立即以李某为切入点展开侦查，发现李某就职的民营医院对外收款金额与医保报销比例严重异常，存在欺诈骗保嫌疑。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp\u003e专案组全面调取涉案民营医院医保结算、诊疗项目等关键数据，发现70余个异常医保账户。医院就诊记录显示，涉案民营医院医生均存在虚开多开、无诊疗空刷等反常情况。至此，一个以涉案民营医院法人宗某为首、坐诊医生为核心的医保诈骗犯罪团伙逐渐浮出水面。\u003c/p\u003e\u003cp\u003e在掌握和固定大量证据后，金山警方展开收网行动，抓获宗某、李某等32名犯罪嫌疑人，扣押大量挂号清单、治疗登记单、医保卡等涉案物品。\u003c/p\u003e\u003cp\u003e经查，2023年1月至今，犯罪嫌疑人宗某组织授意诊所医生以“免费诊疗”为诱饵，承诺病患看病时无需支付任何费用，以此来骗取病患医保卡，在无实际诊疗及购买药品的情况下空刷病患医保卡。诊疗医生按照实际诊疗费用15%到30%进行抽成来获取利益。为了获取更高额的提成，部分涉案医生还互相利用本人及其亲属医保卡大量虚开药品来套取医保基金，上述所有需要自费的部分由医院进行统一报销。截至案发，涉案民营医院诈骗医保基金共计300余万元。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp\u003e目前，宗某、李某等32名犯罪嫌疑人因涉嫌诈骗罪被金山警方依法采取刑事强制措施，其中宗某等7名主要犯罪嫌疑人已被区检察院批准逮捕，案件正在进一步侦查中。同时，医保部门后续将对涉案医院、医生作出行政处理。\u003c/p\u003e\u003cp\u003e上海警方表示，医保基金作为人民群众的“看病钱”“救命钱”，直接关系群众切身利益，关乎医疗保障制度可持续发展，守护医保基金安全就是守护民生底线。2025年以来，上海共侦破医保诈骗案件60余起，打击查处违法犯罪嫌疑人700余人，缴获医保药品20余万盒，涉案金额累计超3000万元。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\u003cp\u003e新京报贝壳财经记者
